The FBI notifies Homicide that a "Thrill Killer" is making his way up 1-95 from Florida on a murder spree. After a another victim is found outside Baltimore, Russert orders a freeway roadblock. At a gas station nearby, prime suspect Newton Dell is found hiding in the backseat of a woman's car.
