A shooting in front of the American consulate drives Rachel and Emile into crisis management mode. The intended target appears to be Yasser Chadli, a pacifist political dissident from the Arab Emirate of Shammar. He is a refugee in Quebec and is put under surveillance. The shooting also unexpectedly exposes the fact that a double agent working for the CIA has infiltrated the CSS.
