Creegan and the OSC track a serial killer who beats prostitutes to death after dressing them up to look like a woman who has long been imprisoned for killing six pimps. Also, after Creegan receives a confession from Krakauer that he killed Ronald Hinks (the child killer in the pilot), it sets off both internecine squabbling among OSC agents as well as Krakauer's final fall from legality.
